Are meal plans available at SO/ Maldives?

Yes — meal plans are available, though SO/'s own site doesn't itemise specific plan names or tiers. In-Room Dining and a Floating Breakfast are offered regardless of plan, and private dining can also be arranged (format not detailed by the resort).
